Executive Director

  Rev. William D. Harms, DPhil

Transitions, TLC, is a not-for-profit organization formed under the umbrella of the Family of God Church in Casper, Wyoming, as a post-doctoral project by Casper native, Bill Harms.

Dr. Harms’ doctoral work at Oxford Graduate School centered on prisoner rehabilitation and key items that lead a released prisoner back to a life of crime.  Master’s studies in Family Life Education concentrated on transition and rehabilitation effects on ex-offender children and family units.  Post-doctoral studies focus on mentor burnout and the biopsychosocial/spiritual foundations of sociological change.  Current publications include: Mentoring to People in Crisis, Effectiveness of Religious Programming in Reducing the Rate of Recidivism; and soon to be completed, I’m Home, Do You Still Love Me?.

Transitions, TLC, is an integration of Faith-Based programming with the social goals of reducing recidivism, stabilizing families, and breaking the cycle of crime for children of offenders.
